Dario Cartabellotta was born in Palermo on Sept, 14th,1969. He graduated at the Faculty of Agriculture of the University of Palermo with a focus on Agricultural Science, with a final grade of 110/110 cum laude and a special mention for his thesis on “The possibility of utilization of the cyanamide hydrogen in viticulture in Sicily”. In April 1995, he obtained a diploma in Agrometeorology at FORMEZ, Naples.
His professional experience began as a researcher of the University of Palermo, working on a project on “Improvement of the quality of table grapes,”; after that he became Technical Manager of meteorological services of Sicily. Over the years, he has been given various tasks: As Director of the Consortium G.p: Ballatore, he promoted southern Italy local baked specialties through the identification of the specific factors that determine their organoleptic characteristics; as Director of Servizio IX of Sicilian Regional Minister for Agriculture, he developed the clonal selection, zoning and exploitation of Sicilian grapes, as the traceability, safe use and quality storage of durum wheat, the improvement of the quality of olive oil, characterization of quality products aimed at obtaining recognition of European PDO and PGI, and also the repertoire of Sicilian rural sites of interest for the development of the territory.
As Director of the Sicilian Institute of Vines and Wines he enhanced the regional viticolture linking together tradition and quality of the products to the place of production and the various natural and historical-cultural attractions, through the communication and promotion of the wines of Sicily for the competitive development of the international markets, together with the development of applied research in the field of viticulture and wine-making, the certification of the wines of Sicily, food and wine pairing to facilitate the direct sales and wine tourism, as well as training for businesses on innovation, export management and wine tourism.
In 2013 he became Regional Minister for Agriculture, Rural Development and Mediterranean Fishery. During this new challenge he brought forth many innovations, such as, to cite a few examples, the Born in Sicily, the measure for fairness and justice in the agricultural sectors, the Bank of Soil, social farming, the rural development plan, short supply chain, the reorganization of the forest resources, the reform of the Regional Ministry and, most of all, he has paved the way for Sicily to become official partner of Expo 2015, through the participation of the Region of Sicily in the Bio Mediterranean Cluster.
During his professional career, and during the various tasks assigned to him, he distinguished himself for ability and innovation, managing to develop both the technical and the promotional and marketing part of each project, giving new incentives to the agricultural world of Sicily, which has always shown his trust and appreciation.

I vari programmi regionali orientati al sostegno del mondo della pesca hanno avuto , quali linee direttrici, la sostenibilità dei prelievi attraverso il concetto di selettività degli attrezzi e soprattutto ricorrendo alla riduzione dello sforzo sia in termini temporali che in termini di demolizione del naviglio. Quest’ultima tendenza, fortemente incentivata sia dallo SFOP che dal FEP, ha comportato un notevole sacrificio per lo Stato membro e soprattutto per la Regione Siciliana che ha registrato la perdita di oltre quattrocento imbarcazioni  e  la perdita di posti di lavoro. Crediamo che superata questa fase, necessaria quanto dolorosa in termini economici, oggi debba trovare spazio anche la sostenibilità economica del settore. Per questo abbiamo pensato da un lato a rafforzare dal punto di vista strutturale ed organizzativo le deboli micro-imprese e dall’altro a valorizzare economicamente il prodotto prelevato accorciando la filiera e in alcuni casi tentando una prima trasformazione riconducibile alla cultura dell’alimentazione tipicamente Isolana.

L’economia della Pesca vista nell’ottica siciliana, oggi, guarda con molta attenzione ad un’interazione con altri prodotti tipici che hanno, negli ultimi tempi, determinato interessanti sbocchi di mercato. Immaginiamo di portare a tavola dell’ottimo pesce condito con dell’ottimo olio, accompagnato da vini che non hanno più bisogno di ulteriori presentazioni.

Superata la fase della ristrutturazione della flotta, la Regione ha investito nella autogestione dei  processi produttivi. Il messaggio del FEP che consentiva la costituzione dei Co.Ge.Pa. ha trovato pratica attuazione e , non senza una punta d’orgoglio , possiamo dire che la Piccola Pesca, motore dell’economia ittica siciliana ( 70% ) . scrive per se stessa le regole, non dovendo aspettare comunicazioni dall’alto.

Abbiamo voluto “separare” le due grandi realtà di pesca in Sicilia non per creare solchi inopportuni ma per rispondere ad esigenze gestionali diverse. Considerare come nel più recente passato, un unicum la pesca industriale e la pesca artigianale locale, spesso non consentiva di operare scelte che devono essere sempre più mirate. Trattasi comunque di pesca ma con esigenze mercatali diverse sia per tipologia di specie che per quantità di prodotto. (Mazara- il resto della Sicilia)

 

Domande dal Pubblico
Rilanciare la Piccola Pesca inducendo le imprese cooperative ad occuparsi non solo di prelievo ma anche di commercializzazione e prima trasformazione del prodotto. Interagire con la socialità del pescatore e con la sua famiglia, prospettando e promuovendo ipotesi di diversificazione quali il pesca turismo e l’ittioturismo.

La valorizzazione del pesce povero attraverso campagne di comunicazione nelle scuole, creando opportuni collegamenti con la ristorazione locale, può determinare una chiave di svolta per creare valore aggiunto. La vendita diretta di prodotto sottoposto a prima trasformazione ( anche il semplice diliscamento ) aiuterà nel processo di conoscenza di specie ittiche ignote ai consumatori.

Continueremo a sostenere i fermi pesca, proposti dalle marinerie, cercando di perseguire interessi di tutela delle specie piuttosto che di sostegno economico. Preferiremmo scoraggiare ulteriori interventi protesi alla demolizione del naviglio per evitare perdita di forza lavoro. Guarderemo con attenzione a tutti gli aspetti relativi alla commercializzazione nel rispetto delle norme comunitarie sulla tracciabilità del prodotto.

Il rapporto con gli istituti di ricerca scientifica ed economica orienteranno le nostre scelte e determineranno le priorità nel dare attuazione alle misure del FEAMP.

The main guidelines of the various regional program for the support of fishery sector have always been the sustainability of fishing through the concept of tools’ selectivity and moreover through the reduction of efforts both in terms of time and dismantling of ships. This last treands, which was strongly encouraged both by EFF (european fishery funding) and FIFG (Financial instrument for fisheries guidance), has risulted in high costs for the Member State and moreover for Sicilian Region, who has experienced a loss of over 400 boats and jobs. We believe that this losses were necessary but too economically distressing and that  its about time to focus on the  economic sustainability of fishery sector. And thai s why we decided to move forward through two main objective:

  1. To help micro and small enterprises to surpass their structural and organizational weaknesses
  2. To economically  optimize the incomes through the shortening of the supply chain and the use of the traditional methods of processing

The new perspective for the economic growth of sicilian fisheries is today looking at an interaction with other typical products that have gain in the last years interesting markets opportunities: lets just think about an excellent fish seasoned with an axcellent olive oil and paired by a glass of good sicilian wine.

After the fleet recontruction’s phase, Sicilian government has invested in  self managed production’s processes through the build of Co.Ge.Pa. (consortium for artisanal fisheries management), which we can proudly say is the engine for the self management of sicilian small-scale fisheries (70%)

We did underlined the difference between the two main realities of sicilian fisheries ( industrial and artisanal), not to create inappropriate ruts between the two, but in order to  to respond to different management needs. The trend of the last years of considering industrial and artisanal fishery as a consistent reality has in fact prevented from taking decision that needs to be targeted on particular and different need, depending both on the species and quantity.

QUESTIONS FROM THE AUDIENCE:
To revamp small scale fishing inducing cooperative enterprises to take care not only of fishing but also of marketing and processing of the product; to interact with the social nature of fishermen and their families, proposing and promoting different hypothesis such as fishing tourism.

Enhancement of simple fish or peasant’s fish species through communication campaigns in schools, proper connections with local restaurants, can lead to a turning point to create added value. The direct sale of fishes subjet to primary processing ( even the simple act of debone the fish) will help consumers to discover unknown species.

We will keep respecting the ban of fishing periods in order to try to pursue the protections pf the species rathen than the economic development; we would also like to avoid any other actions aiming to the demolitions of the vessels to prevent loss of labor forces. We will also keep looking carefully at all aspects of marketing in compliance with european union rules on traceability of the products.

The relationship with research and economic institutions will guide our choices and will determine the priorities for the implementation of the EMFF (European maritime and fisheries fund).
